Who are the main characters in Fortune Dogs?

Where was Fortune Dogs produced and can I watch it in English?

It's a Japanese animated series, one of the lesser-known children's anime titles with no widely available official English release. Information about it is sparse, so Japanese-language sources are the main reference for the Alex and Ai storyline.
