Daran Norris voiced Spottswoode, the mustachioed chief of Team America, in the 2004 Paramount film. It was written and directed by South Park creators Trey Parker and Matt Stone.
Who built the marionettes for Team America: World Police?
The puppets were created by the Chiodo Brothers, the effects team known for Killer Klowns from Outer Space. Their deliberately stiff marionette performances drive the film's satire of big-budget action movies like those of Jerry Bruckheimer.

He runs the organisation from a headquarters hidden inside Mount Rushmore and recruits Gary, a Broadway actor, to help the team infiltrate terrorists. His recruitment scenes include the film's notorious 'Pearl Harbor' running joke in the 2004 release.
Did Trey Parker and Matt Stone use Spottswoode or Team America characters elsewhere?
No, the characters are original to the 2004 film and do not appear in South Park, which continues on Comedy Central. Parker and Stone made the puppet film between South Park seasons as a parody of the action genre.
