description Budapest Memorandum Overview

The Budapest Memorandum is a diplomatic agreement signed on 5 December 1994 by Ukraine, Russia, the United States, and the United Kingdom. Ukraine, which had inherited the world's third-largest nuclear arsenal from the Soviet Union, agreed to accede to the Nuclear Non-Proliferation Treaty and give up those weapons, while the three nuclear powers offered security assurances respecting Ukraine's independence, sovereignty, and existing borders. Russia's 2014 annexation of Crimea and its 2022 invasion of Ukraine violated those assurances.
