He resigned after opposing the 1980 military attempt to rescue American hostages in Iran, favoring continued diplomatic efforts. Earlier, Vance served as secretary of the Army and deputy secretary of defense. In the 1990s, he also worked as a United Nations special envoy during negotiations concerning Bosnia.
