Who developed Halo Wars, and what platform was it built for?

Can I play as the Covenant in Halo Wars?
The campaign centers on UNSC forces, but skirmish and multiplayer let players command the Covenant as well. The factions use different unit rosters and leaders, so the matchups are more than a cosmetic change.
Is Halo Wars a first-person shooter?
No, it is a real-time strategy game in which players build bases, gather resources, produce units, and issue group commands from an overhead view. Its 2009 Xbox 360 design turns Halo vehicles such as Warthogs and Scorpions into RTS units rather than direct player weapons.
