Mahmood Mamdani

Citizen and Subject: Contemporary Africa and the Legacy of Colonialism, published in 1996, analyzes how colonial governments organized political authority in Africa. Mamdani distinguishes between urban citizens governed through civil institutions and rural subjects governed through customary authority.

In his analysis, a citizen is connected to rights under modern civil law, while a subject is governed through an indirectly administered customary system. The distinction explains how colonial rule created different political identities within the same territory.

Mamdani combines African politics, history, anthropology, and the study of colonial institutions. He is a Ugandan-born scholar and professor of government and anthropology at Columbia University.
