Olivier Blanchard

Blanchard served as the International Monetary Fund's Economic Counsellor and Director of its Research Department from 2008 to 2015. His tenure spanned the global financial crisis and the European sovereign debt crisis, making him one of the most influential policy economists during that turbulent period.

Blanchard's research has advanced understanding of labor market dynamics, hysteresis effects (how recessions can permanently reduce economic output), and fiscal policy multipliers. His work on how monetary and fiscal policy interact during liquidity traps has been particularly influential in post-2008 policy debates.

Blanchard has argued that fiscal expansion can be highly effective during periods when interest rates are at the zero lower bound, because fiscal multipliers tend to be larger and government borrowing costs are low. His research at the IMF challenged earlier emphasis on fiscal austerity and influenced policy debates during the eurozone crisis.

Blanchard is the author of "Macroeconomics," a widely used undergraduate textbook, and co-author with Stanley Fischer of "Lectures on Macroeconomics," a standard graduate-level text. His textbooks have shaped how macroeconomics is taught at universities worldwide.
