Vyacheslav Mikhailovich Molotov (1890-1986) was a Soviet statesman and diplomat who served as chairman of the Council of People's Commissars from 1930 to 1941 and as foreign minister for much of the Stalin era. He signed the Molotov-Ribbentrop Pact with Germany in August 1939, including a secret protocol that divided parts of Eastern Europe into Soviet and German spheres of influence. He later represented the USSR in wartime and postwar negotiations.
