Josep Borrell is a Spanish Socialist politician and engineer who served as Spain's minister of foreign affairs from 2018 to 2019. He then served from 2019 to 2024 as the European Union's High Representative for Foreign Affairs and Security Policy and as a vice-president of the European Commission, coordinating and representing EU foreign-policy work during that term. Earlier, he was president of the European Parliament from 2004 to 2007.
