"The Penultimate Truth" is a science fiction novel by Philip K. Dick, originally published in 1964. The story is set in a future where the majority of humanity lives underground in elaborate subterranean bunkers, falsely believing that the surface of Earth has been rendered uninhabitable by nuclear war. While the underground populations labor to build advanced war robots called leadies, a small elite of wealthy leaders secretly inhabit the peaceful, untouched surface.

The novel explores themes of mass media manipulation, manufactured reality, and the exploitation of the working class by an oligarchic society.
