description William Mulholland Overview

William Mulholland was an Irish-born American civil engineer who became a central figure in the development of Los Angeles's water system. As chief engineer and later superintendent of the Los Angeles Department of Water and Power, he led construction of the Los Angeles Aqueduct, which began delivering water from the Owens Valley in 1913. The project supported the city's growth but also caused long-running conflicts over water rights in the Owens Valley.
