The Wye River Memorandum was a 1998 interim agreement between Israel and the Palestinian Authority, reached with United States mediation. It set out reciprocal steps linked to Israeli troop withdrawals from parts of the West Bank and Palestinian security cooperation, placing the measures within the wider Oslo peace process. The document was not a final-status treaty and did not resolve the central political questions of the Israeli-Palestinian conflict. Its purpose was to organize the staged implementation of earlier commitments.
