Carlos Salinas de Gortari is a Mexican economist and former politician who served as Mexico's president from 1988 to 1994. A member of the Institutional Revolutionary Party, or PRI, he pursued market-oriented economic reforms, including extensive privatization and changes to trade policy. His administration negotiated the North American Free Trade Agreement with the United States and Canada; NAFTA took effect on January 1, 1994.
